Pepe, who was signed for £72million from Lille in 2019, spent last season on loan at Nice in Ligue 1 after falling out of favour under Mikel Arteta.
He started just five Premier League games in his last season at the Emirates Stadium, with Arteta more than happy to let him leave.
The Ivory Coast international scored eight goals in all competitions for Nice last term but the French side turned down the opportunity to sign Pepe permanently.
There have been rumours of a potential move to Besiktas, although with just one year remaining on his Arsenal contract, the club could now cut their losses early.

Pepe recently returned to training at the Gunners' London Colney base having missed a pre-season tour of the US.
