Chelsea defender Ian Maatsen is set to TURN DOWN a move to Burnley after the Blues accepted a £31.5m loan with obligation-to-buy deal
The Blues have accepted a deal that would see the full back join the Clarets on loan with an obligation for them to buy him for £13.5m including add-ons.
Maatsen spent last season on loan at Turf Moor and impressed, starting 38 Championship games and helping the team finish top and gain promotion.
He then enjoyed a good pre-season with his parent club and has since made two substitute appearance in the Premier League as well as starting Wednesday's 2-1 win over AFC Wimbledon in the Carabao Cup.

Borussia Dortmund and West Ham were also interested in Maatsen and it is understood that Pochettino prefers him to Cucurella at this moment.
