The 18-year-old has agreed a five-year deal at St Mary's having left Manchester, where he was a regular starter in City's Elite Development Squad in Premier League 2.
He becomes their fourth summer acquisition from the Premier League champions, following on from Gavin Bazunu, Romeo Lavia and Samuel Edozie.

Speaking to the club website, Larios said: 'I'm so happy to be here in Southampton. I'm really looking forward to starting with the team.
'I like the philosophy of the club, to develop young players and trust them. I was talking with the manager and the club, and they showed me how brave they are. They told me they believe in me, for now and for the future.'
Larios was on the books of Sevilla before moving to Barcelona in 2016 at the age of 12, where he stayed for four years before joining City.

Speaking on the new signing, Southampton manager Hasenhüttl said: 'Juan is a talented young player who has shown he has the technical qualities and personality to improve our team.
'This is a positive step in continuing our way of signing young and hungry players with a desire to get better with us.
'We hope to be able to give Juan the opportunity to play Premier League football, and his adaptability in being able to play in different positions can definitely help us this season and in the future.'
Southampton have also completed the signing of winger Samuel Edozie from Manchester City
Larios became Southampton's third deadline day signing after the arrivals of City team-mate Samuel Edozie and Arsenal's Ainsley Maitland-Niles.
The deal for Edozie, who appeared certain to break into Pep Guardiola's squad before injury last season, is worth up to £10million.
While Maitland-Niles has secured a move to the south coast in a loan deal that includes an option for Southampton to buy, as Arsenal look to shift unwanted talent.
