The Holland international is expected on Merseyside Thursday with a medical on Friday.
Mail Sport reported earlier this week that the 21-year-old had agreed terms with Jurgen Klopp's side, and he is now expected to complete the move after missing training with Bayern on Thursday morning.
Liverpool's German sporting director Jorg Schmadtke has extensive experience with the Bundesliga and has been key to the ongoing discussions thus far.
The Holland international joined Bayern for £21m last summer on a five-year deal with the Bavarian giants beating off interest from Manchester United to secure his signature.

However, Gravenberch struggled to hold down a consistent place in the starting XI in his maiden season in Germany as Bayern recovered from a poor run of form to secure an eleventh-consecutive league title on the final day of last season.
Klopp is said to be a keen admirer of the former Ajax star, with his versatility offering the Reds various options in midfield.
The Reds have found themselves in need of reinforcements after a number of former stalwarts departed the club this summer.
Jordan Henderson joined former teammate Steven Gerrard at Al-Ettifaq, while Fabinho also made a move to the Saudi Pro League, joining Al-Ittihad while Alex Oxlade-Chamberlain, Naby Keita and James Milner all left at the end of their contracts last season.
Meanwhile, Bayern remain in negotiations with Chelsea for defender Trevoh Chalobah.
Chalobah has five years remaining on his current deal at Stamford Bridge but the former England international has yet to feature for the Blues in a competitive fixture this season.
They are also now expected to push ahead for Fulham's Joao Palhinha. The German giants had an initial offer of £47m rejected but are believed to be willing to go as high as £60m, while Marco Silva's side are holding out for £70m.
